Claire is a partner at Phillips & Cohen LLP and the author of The False Claims Act: Fraud Against the Government (West 2016 & Annual Supplements). She has represented whistleblowers in a range of cases involving fraud against the government. Claire is a frequent speaker on the False Claims Act and co-teaches with Erika Kelton, a Phillips & Cohen partner, an adjunct course on Whistleblower Law at the U.C. Berkeley Law School. Prior to joining Phillips & Cohen, Claire served as a Deputy City Attorney for the City of San Francisco and as an Assistant Legal Counsel in the Office of the U.S. Senate Legal Counsel. She is a 1987 graduate of Harvard Law School and clerked for the Honorable Mariana Pfaelzer, U.S. District Court for the Central District of California.
