Ralf Sauer

Ralf is the Deputy Head of Unit in DG Justice and Consumer’s international data protection unit at the European Commission, which covers data flows both for commercial purposes and in the area of law enforcement cooperation. He has been one of the key negotiators of the EU-U.S. Privacy Shield and has represented the Commission in the negotiations on a modernization of Council of Europe Convention 108. Currently, he is leading the discussions with a number of countries that have expressed an interest in an adequacy finding (in particular Japan and Korea). Prior to joining DG Justice, Ralf worked for almost 10 years in the European Commission’s Legal Service, among others representing the institution in the European courts. He holds an LL.M. and doctoral degree from Yale Law School.
