Joanne Berman

Joanne currently serves as the Deputy Superintendent of Legal and Policy in, and Counsel to, the Cybersecurity Division at NYDFS. She is one of the leaders of the Cybersecurity Division and heads the legal team in charge of cybersecurity policy and enforcing New York’s first-in-the-nation Cybersecurity Regulation for the financial services industry. That Regulation became effective in March 2017 and has served as a model law for multiple states and others. Joanne also led the process of amending that Regulation to address the evolution in cyber risk and the more dangerous cyber threat landscape that exists today. Joanne’s day-to-day responsibilities also include working with the cybersecurity supervision team and across all divisions in DFS.  She reviews cybersecurity issues arising from DFS's cybersecurity examinations and focuses on publishing alerts, reports, and guidance for the financial services industry, including DFS’s guidance on Ransomware Prevention, Multi-Factor Authentication, and Cyber Insurance Risk. Joanne received her J.D. from New York University Law School and is a graduate of Cornell University where she received her B.A. in Economics and Near Eastern Studies.
