Phil is founder and principal of Johnson-IP Strategy and Policy Consulting. Previously, he was Senior Vice President-Intellectual Property Policy & Strategy, Johnson & Johnson, a member of the Executive Committee & Immediate Past President of the Intellectual Property Owners Association, a member of the Board of the Intellectual Property Owners Association Education Foundation (Past President), of the Steering Committee of the Coalition for 21st Century Patent Reform, of the Association of Corporate Patent Counsel (Past President), and of PhRMA’s IP Focus Group (Chair Emeritus). He has testified before Congress on patent reform issues; recently on Sovereign Immunity & the IP System. Phil was recognized in the Congressional Record as a member of the Minority Whip’s “Kitchen Cabinet” for the America Invents Act. In 2013, he was awarded the NJIPLA Jefferson Medal. Phil received his B.S, cum laude from Bucknell, and his J.D. degree from Harvard.
